Marquitta Williams
Community Outreach Coordinator
Marquitta Williams is the Community Outreach Coordinator for the Anniston Community Education Foundation. She grew up in west Anniston in the Norwood area. She graduated from Anniston High School in 2001 with Honors, which she received the Next Start and the Anniston Housing Authority Scholarship. She attended Jacksonville State University where she received her Bachelor of Arts in Behavioral Science. She is a member of Sigma Gamma Rho Sorority, Inc. and Jacksonville State University chapter of the National Association for the Advancement of Colored People, NAACP.
Ms. Williams is the 2001- 2002 Miss NAACP of Jacksonville State University. She has served as President and Vice President of Mu Xi Chapter of Sigma Gamma Rho Sorority, Inc. and as Vice President and Community Service Chairperson of National Pan-Hellenic Council, NPHC.
As a resident of the west Anniston community, Ms. Williams understands the interest of the community and the need for improvement. Ms. Williams volunteers regularly with Anniston City Parks and Recreation and Norwood Head start. She is the mother of two sons: Freddie (K. J.) and QuinDarious (Quin). She is currently pursuing her Masters in Psychology from Jacksonville State University.
Shirley Carter, LPN
President
Ms.
Carter, a Licensed Professional Nurse (LPN) since 1974, is a full-time
environmental justice activist working diligently in the struggle
for relief from toxic exposures for the citizens of west Anniston,
Alabama.
Ms. Carter is very active in the community service arena. She is
the President and CEO of Mothers and Daughters Protecting Children's
Health, and the President of SWB Consulting, LLC. She is a member
of the NCEH/ATSDR Community Tribal Subcommitee and Chair for the
Community Advisory Group for the Consent Decree (CAG-CD). Ms. Carter
is a member of the Coalition of Black Trade Unionists, and Community
Actions and Response Against Toxics Team. She is a certified Train-the-Trainer
for Chemical Hazmat Class by the International Chemical Workers
Union, Council Center for Worker Health and Safety education. She
is also a certified lead abatement worker by the U.S. Housing and
Urban Development Agency and holds a certificate in safe lead work
practices from the City of Birmingham. Ms. Carter is also involved
in on-going discussions with the Calhoun County Department of Health,
ADEM, EPA, CDC, ASTDR, Governor Riley, Senator Marsh, and Representative
Rogers addressing environmental hazards and identifying solutions
to protect against and prevent further exposure for those living
and working in Anniston.
Representative Barbara B. Boyd, Ed.D.
Vice President
Representative
Boyd began her Post Secondary Education at Talladega College in
1954 She transferred to Miles College and graduated with dual degrees
in French and English in 1960. She completed her MA Degree in Supervision
and Curriculum Development and her Ed.D. in Instructional Leadership
and Reading from the University of Alabama in 1976 and 1989 respectively.
She retired in 1996 after thirty-five years and six months of public
service as an educator in various junior high schools, high schools,
junior colleges, and universities across the state.
Community service has been a way of life for Representative Boyd
throughout her career. She has equally given of herself to various
professional organizations including the National Education Association
(NEA), Alabama Education Association (AEA), Calhoun County Education
Association, Alabama Council of Teachers of English, Phi Delta Kappa,
American Association of University Women (AAUW), National Association
of Colored People (NAACP), and Iota Mu Omega Chapter of Alpha Kappa
Alpha Sorority, Inc.
She has been honored numerous times for her outstanding service
to her community, her dedication to young people and devotion to
the teaching profession. Among her citations is the Calhoun County
Teacher’s Association Award for Outstanding Service in the
Field of Education, Jacksonville State Teacher Hall of Fame finalist,
and Personalities of the South.
She is currently in her 3rd term as a member of the Alabama House
of Representatives District 32 where she serves on the Education,
Rules, and State Government Committees.
Randy Moeller
Treasurer
Randy Moeller is an attorney in private practice in Anniston, Alabama. He grew up in Oxford, AL, where he graduated high school. He attended Jacksonville State University, obtaining a Bachelor of Arts degree with a major in Political Science. He also attended the University of Alabama School of Law, receiving a Juris Doctor. He practiced in Jacksonville, Alabama, for four and a half years before opening The Moeller Law Firm in Anniston.
Mr. Moeller is active in the Calhoun Cleburne County Bar Association, serving on the executive committee for seven years, as the secretary for 2005-2006 and currently as the vice president. He is also on the human rights board for The Learning Tree and is involved peripherally with various
other charities and causes.
Kay McKinney
Acting Secretary
Kay McKinney is the Public Outreach Coordinator/Environmental Assistant for the Solutia, Inc. Remediation Team in Anniston, Alabama. She grew up in Calhoun County and attended Jacksonville State University where she obtained her Bachelor of Science Degree in 2005. Kay is the appointed Pharmacia/Solutia representative to the Anniston Community Education Foundation Board of Directors.
David Baker
David Baker is the founder and Executive Director of Community Against Pollution, (CAP). He is on the Board of Directors of Environmental Working Group; member of the Coalition of Black Trade Unionists, SCLC and Vice-President of the Calhoun County Chapter of the NAACP. David was awarded and Honorary Doctorate by the Alabama State Legislature in November 2003. He received EPA's 1st Assistant Administrator's Environmental Justice Incentive Award in 2003 for best outstanding leadership and contribution for meeting the goals of environmental justice. He was 1 of 100, 2004 Volvo for Life Award recipients and he also received the national CARAT Team Award for 2004 national Black Trade Unionists. He is a Certified Trainer and the Trainer for Chemical Hazmat Training through the International Chemical Workers Union.
Cynthia Calix
Cynthia Calix is the Administrator of the Anniston PCB Site Community Advisory Group for the Consent Decree. Cynthia believes what John F. Kennedy once said, “Ask not what your country can do for you – ask what you can do for your country.” Therefore, she has spent more than twenty-four years serving many communities, from the Island of Oahu back to the State of Alabama. Cynthia has consistently understood her role and responsibility as an involved citizen.
Ms. Calix has received numerous awards from the United States Department of Defense for community service. Such awards include a Meritorious Award of Service for establishing a memorial garden for a Medal of Honor Recipient, Community Involvement and Volunteer of the Year Awards. Cynthia has also taken part in parent involvement initiatives documentaries for Department of Defense Schools.
Ms. Calix has been a member of various Parent-Teacher Organizations for the past fourteen years. She serves on numerous local, state, and national organizations, in addition to, many school improvement teams. Since moving to Anniston over eight years ago, Cynthia has been committed to the youth of Anniston City and surrounding communities. By serving as a mentor for several years, she has established a supportive relationship between several students where knowledge, skills, and experience are shared. She fosters the development of specific competencies, self-awareness, and skills in young men and women. Her service has provided wisdom in a nurturing way toward her mentees in the city of Anniston and across the state of Alabama. Cynthia’s, lifelong vision is to impact the lives of others.
Cynthia is married to Retired Master Sergeant Cesar Calix and they are proud parents of two sons: Carlos and Cortez.
Mr. Leon Garrett, EDS
Mr.
Garrett has forty years of experience in the educational arena ranging
from teacher to superintendent. He spent fifteen years as a classroom
teacher in Arkansas and Alabama. He then left the classroom for
Assistant Principal for two years before moving on to Principal
for the next fifteen years. The next eight years were spent in the
central office as Assistant Superintendent and Superintendent for
Anniston City Schools.
Mr. Garrett also served on the Piedmont City Board of Education
for nineteen years and served as District Six Director for the Alabama
State School Board Association for five years. He is currently a
member of the Calhoun County Retired Teachers Association and serves
on the Alabama State Bar Association as a lay member. He is a trustee
for the Calhoun County Community Foundation, as well as many other
local, state and civic organizations.
Dr. Randy B. Kelley
Dr. Kelley is an activist pastor and politician. Reverend Kelley was born in Birmingham, graduated from Leeds High School, and served in the United States Army, where he specialized in race relations, drug prevention, and combat infantry training. Kelley graduated at the top of his as Distinguished Instructor- Training Graduate at Fort Ord, California, and Distinguished Leadership Academy Graduate in Weisbaden, Germany. Kelley also trained soldiers in Korea.
Kelley graduated from Jacksonville State University with a B.S. degree in Sociology and Psychology. He obtained a Masters degree from Gammon Theological Seminary and a doctorate degree from the Interdenominational Theological Center (ITC) in Atlanta, where he was elected Student Body President. Kelley has served as advisor of the Jacksonville State Masonic Order, and as a former instructor at Morris Brown College and Clark Atlanta University in Atlanta.
Dr. Kelley is the former talk show host of “Tell it like it is” of WMGJ Radio in Gadsden, Alabama. He is a past President of the Gadsden Chapter S.C.L.C. and former Gadsden City Council Member. Presently, he is a member of the State Democratic Executive Committee and the Democratic National Committee Black Caucus. He serves on the U.S. Civil Rights Commission Alabama Advisory Board and the National African American Student Leadership Conference Advisory Board. He is President of the Anniston/ Calhoun County N.A.A.C.P. AND Vice Chairperson of the Alabama Democratic Conference. Dr. Kelley is the pastor of Rising Star United Methodist Church in Hobson City and St. John United Methodist Church in Anniston, Alabama. Dr. Kelley is the Co-convenor of the Religion and Race Team for the north Alabama Conference of the United Methodist Church. He was a featured speaker at the Atlanta, Georgia “Stop the Killing Rally” at the Omni Coliseum and addressed nearly 20,000 people.
Dr. Kelley "Tells it like it is." He speaks extensively throughout the nation and has received numerous awards.
Alma Turner
Ms. Turner is a Board member of the Anniston Community Education Foundation. She is employed with the Administrative Office of Courts as a Juvenile Probation Officer with the Family Court of Calhoun County. She has over 28 years of experience working with families in distress as a counselor with Coosa Valley Youth Services Attention Home and with Family Court. Ms. Turner earned her Bachelor’s Degree from Miles College and a Master’s Degree from Jacksonville State University. She is a member of the Sweet Valley Cobb Town Environmental Justice Task Force, West Anniston Foundation, Northeast Alabama Miles College Alumni Association, Calhoun County Multi-Needs Facilitation Team, Juvenile Justice Association of Alabama, and the Alabama State Employees Association.
